I would like to do a Traditional Chinese Translation. How may I start ?

Probably by finding a suitable font that contain both Latin and Traditional Chniese glyphs with a GPL-compatible license so that it can be included in the game, as neither Vera nor Bepa-Roman contains Traditional Chniese. I hope Unicode is good enough for you today, as the game uses UTF-8 encoding.

Then read http://wesnoth.slack.it/?WesnothTranslations and http://wesnoth.slack.it/?GettextForTranslators, create your .po files as .pot file copies, and start translating.
