Massive Assault! I just played the demo (140 MB, sorry dialupers) and it really impressed me. It's a turn-based game with different units, factions, and recruiting. It's a commercial game by freeverse, the people who brought you the virtual stapler. Simple gameplay, nice 3D graphics.

Chess is kind of different than TBS as it is a complete game : you know everything about the state of a game at every moment, which is not the case with a general TBS - fog of war for instance -, and so the AI is different.

* http://www.c-evo.org - Civilisation-Evolution: freeware empire building game for Windows
Really small (2 MB), several AIs available
* http://www.asc-hq.org - Advanced Strategic Command: free, turn based strategy game in the tradition of Battle Isle
* http://ufo2000.sourceforge.net Ufo2000: Opensource turn based tactical squad simulation game,
modeled after X-COM:UFO Defense. Multiplayer support but no AI yet.
* http://www.ufoai.net - Alien Invasion: strategy game with tactical combat against hostile alien forces.
3D-Engine (Quake2), not finished yet, but nice demo.
