I think that effect is created more by the way that the neck thickens (and starts to become a body) right at the point of intersection between the jaw and the neck.Sgt. That parchment-filter probably isn't the kind of texture Jetryl meant, but I just wanted to say the water and neck-fix are very nice. It's looking great.
The desired texture would probably be little dark strokes and/or hightlights in some places to suggest a scale pattern.

I'd have a couple of criticism....
it's too much like the sprite...
I don't know how to put it, but my first impression was that it was an enlarged version of the sprite, it has the same pause, the same colors... it lacks a bit of creativity...
again, this might be a little harsh, but I'm not an artist, so saying how I feel it as being wrong might help you figure out what is really wrong
it looks too much like an inflatable baloon, probably because the color is too "smooth and green" and because the flotation line is very low (I would have immerged it up to mid neck, with very little of the body over sea level...

It's a huge serpent so maybe it should have huge scales which are rather visible? Could make it look more interesting.

I'm increasing the floatation line, but not so much it obscures everything of the body, and I am making it more scaly overall (through popular demand. Personally I would think a sea serpent would have the same skin as every other large sea creature, i.e., like a shark or dolphin).
I was aiming to be true to the sprite so I’m not much changing that, although if I could, I would change the colours dramatically but I think that’s a bit above my jurisdiction.
